Application process

Eligibility Criteria

You must qualify under at least one of the following criteria:

  1. Requires the use of a wheelchair or scooter:
    • On an ongoing basis – unlimited eligibility
    • Until a specific date – eligibility only until the date specified
    • as a result of dialysis treatment-eligibility only for trips to and from dialysis treatment
  2. Unable to walk 175 metres (575 feet) outside:
    • at all times – unlimited eligibility, or
    • during winter months only – conditional eligibility is restricted to the period to start no later than November 1 and to end no earlier than April 15 (recognizing that “winter conditions” can be unpredictable and can occur earlier or last longer than the defined period), the Manager of Client Services has the authority to use the following metrics to adjust the beginning and end dates on the first day of the seven-day forecast predicted by Environment Canada:
      1. when a snow accumulation of snow or a depth or 3 centimeters of more exists or is predicted and/or
      2. if the forecast is for weather conditions such as adverse snowfall
    • as a result of dialysis treatment – eligibility only for trips to and from dialysis treatment
  3. Has 20/200 vision or less, or a visual field of less than 20 degrees in both eyes (legally blind) not corrected by lenses – unlimited eligibility (i.e. even with glasses or contacts your vision, in both eyes, is still 20/200 or less)
  4. Has Alzheimer’s Disease or Related Dementia (ADRD) which interferes with ability to use the regular fixed route transit system with an equivalent level of independence and safety

Application Process

  • Send in your completed application form
  • We will contact you by letter within 15 business days of receiving your application
  • You will likely be required to attend our office for a functional assessment of your mobility and cognitive transit skills (if applicable) to:
    • confirm your eligibility
    • assess your ability to safely travel independently (if applicable)
    • review how your mobility equipment will influence your access to Winnipeg Transit Plus vehicles as we use a variety of vehicle types and sizes (cars, wheelchair accessible lift vans and mini-buses).
  • We will notify you in writing of the approval or denial of your application.
